Background:
(From Rep. Noel Frame) “A $7B tax increase to meet a constitutional mandate to fund schools raised almost entirely on one source of revenue was going to hurt no matter what. That’s why Democrats proposed a diverse range of revenue options last year, and it’s why we’re back with this bill to propose a capital gains tax that will allow us to buy down the property tax and expand the tax exemption for seniors, veterans and disabled folks on fixed incomes. Capital gains will be paid by just 44,000 households in all of WA – those who profit from the sales of stocks and bonds. Other types of capital gains have been excluded: sales of small businesses, single family homes, retirement accounts, timber, etc. – all excluded. This is truly a tax only on portfolios, and a damn good investment to help the other 7 million Washingtonians.”

*Posted speed limit is 35 mph.
*Heavily used truck route.
*Destinations along Roeder are mostly along the waterfront (west) side of the street.
Two-way protected bike lanes installed on Roeder’s waterfront side would:
1) Provide more direct access to Roeder Avenue destinations: waterfront parks, trails & jobs;
2) Increase physical separation of the bike lanes from vehicle traffic using bollards, curb segments, a bioswale, or even grass;
3) Complement & connect to the new protected bike lanes on Granary in the Waterfront District project;
4) Provide “truck-free” separate travel lanes & connections for bike commuters;
5) Maintain safe access for people on bikes to large community events such as Ski to Sea and Fourth of July.

Description: Have you seen those white-tarped mounds at the end of Cornwall Ave on the Bellingham waterfront? Learn about the preliminary design for cleaning up a portion of the site at a public meeting on February 15 and/or provide comment online.
Background: In December 2017, the Department of Ecology invited the public to comment on an engineering design report for the cleanup of a portion of the Cornwall Avenue Landfill cleanup site on the Bellingham waterfront. The report provides the preliminary design for isolating contamination and controlling landfill gas. The report was prepared by the Port of Bellingham, the City of Bellingham, and the State Department of Natural Resources, with Ecology oversight. Ecology has scheduled a public meeting for February 15 and extended the comment period through Thursday, February 22.
